Smart agents and underlying dynamics of adaptability

Rural exodus is a significant issue for the livelihood of outback communities. Institutional arrangements structure the incentives for a community's viability and stability. This study investigated the institutional arrangements related to natural resource management and social processes in the Etheridge Shire (Queensland, Australia) through qualitative research and quantitative modelling. The institutional arrangements contribute to a substantial disincentive to remain as they reflect a high level of frustration and resignation of the community members. The quantitative model uses tourism to build institutional incentives for improving viability of multiple use opportunities and to build social capital.
